The National Authority for Integrity, Prevention and the Fight against Corruption (INPPLC), the Supervisory Authority of Insurance and Social Welfare (ACAPS), and the Moroccan Insurance Federation (FMA) jointly organized a meeting in Casablanca on October 23rd under the theme “Assessing Corruption Risks to Enhance Transparency in the Insurance Sector.”
During this event, the INPPLC and the United Nations Office on Drugs and Crime (UNODC) presented the findings of a study mapping corruption risks within the insurance sector.
Drawing on international experiences across several jurisdictions and covering both insurance and reinsurance activities, the study identifies areas most exposed to risk, assesses the vulnerability of existing procedures, and proposes operational prevention measures. These measures aim to contribute to the sector’s overall stability, reinforce its regulatory framework, and support the gradual adoption of a risk-based approach aligned with international standards. The study also underscores the need to strengthen monitoring mechanisms and adapt vigilance systems to address emerging risks.
Following the presentation, participants engaged in a constructive exchange on the development of a sectoral action plan to promote integrity and transparency. Discussions highlighted the importance of reinforcing internal prevention mechanisms, developing training and awareness programs, and promoting reliable and accessible reporting channels. Participants further emphasized the need for regular assessments and enhanced institutional cooperation to support insurance undertakings in adopting good governance practices consistent with international norms.
The meeting also provided a platform for dialogue on transparency and governance challenges, enabling stakeholders to share experiences, anticipate future developments, and identify best practices for promoting ethical conduct and accountability across the insurance value chain.
At the conclusion of the meeting, the INPPLC, ACAPS and FMA signed a cooperation and partnership agreement establishing an institutional framework for collaboration among the three parties. The agreement provides for the implementation of joint initiatives, including training programmes, seminars, awareness campaigns, and the conduct of studies and risk mapping exercises. It also foresees targeted support to insurance companies in setting up effective systems for corruption prevention.
This initiative forms part of ongoing national efforts to foster a culture of integrity, strengthen governance frameworks, and reinforce the confidence of both insurance providers and policyholders in the soundness and transparency of Morocco’s insurance sector.
