1. Presentation of the Law 31.13 on the Right of Access to Information

In accordance with the provisions of the Constitution, in particular Article 27, Law 31.13 on the right of access to information establishes the scope of the right of access to information held by public administrations, elected institutions and bodies with a public service mission, as well as the conditions and modalities for exercising that right.

  1. What is the Right of Access to Information (RAI)?

 

The RAI allows all Moroccan citizens, as well as foreigners who are legal residents in Morocco, to access information held by the institutions or bodies concerned.

Information should be published proactively, by all possible means of publication, in particular on national public data portals or the websites of administrations or institutions. If you do not find the information you are looking for, you may wish to make a request for access to the information to the administration or institution that has it.

  1. Who Shall I Address my Request for Information?

Any institution or body concerned by the RAI must officially designate a person who will be in charge of receiving your request for access to information and will deliver the requested information to you, provided the latter is not included in the list of exclusions to the right of access to information, as provided for in Article 7 of Law 31.13.

  1. How do I Submit my Request for Information?

You may address your request for access to information through:

  • direct deposit against receipt;
  • by post;
  • by e-mail against acknowledgement of receipt;
  • via the portal dedicated for access to information requests (www.chafafiya.ma)
  1. How do I make my Request to Access Information?

The request must be made via the Access to Information Request Form. This request shall contain the following information:

1. Full name of the applicant;

2. Mailing address;

3. National Identity Card (NIC) number;

4. E-mail address if the information will be sent by e-mail;

5. Description of the information requested

For foreigners residing in Morocco, the reference number of the document attesting to the legality of their stay on the national territory.
