The Supervisory Authority of Insurance and Social Welfare (ACAPS) hosted the meetings of the International Association of Insurance Supervisors (IAIS) working groups on Emerging and Developing Market Economies (EMDE) and insurance protection gaps in Rabat from June 3 to 5, 2026.

These meetings brought together international supervisors and experts to discuss recent developments in insurance supervision and the main challenges facing insurance markets. Discussions focused in particular on financial stability, risk-based supervisory approaches, consumer protection, capacity building for supervisory authorities, digital-related issues, cyber risk, and the consideration of climate risks. The discussions also provided an opportunity to share experiences and practices developed in various jurisdictions, particularly within emerging and developing economies.

Significant attention was given to disparities in protection against natural disasters and to ways of strengthening the resilience of economies and populations. In this regard, participants examined methods for assessing these disparities, tools for modeling natural risks, and mechanisms for cooperation between public and private actors aimed at improving risk coverage.

It should be noted that the discussions helped identify measures tailored to the specific characteristics of emerging and developing economies and contributed to ongoing deliberations on strengthening resilience to emerging risks. In this regard, Morocco’s experience in covering the consequences of catastrophic events was presented and contextualized in light of current challenges in risk protection and management.
