Within one week, a member of the Innovation & InsurTech Unit will contact you to discuss your project and assist you in completing a needs assessment form. - Preparation for a Meeting with ACAPS business divisions:
If your project is eligible, a discovery meeting will be scheduled to explore your proposal in detail and define the next steps in your compliance pathway. - Ongoing Support:
Meetings will be scheduled with ACAPS teams to guide you in preparing your regulatory steps. A tailored solution will be proposed to ensure the compliance of your InsurTech solution.

The Emergence Program is an initiative led by the Supervisory Authority of Insurance and Social Welfare. It aims to stimulate innovation, strengthen collaboration among ecosystem stakeholders, and support the digital transformation of the insurance and social welfare sector.
Based on a collaborative approach, the program brings together insurance companies, intermediaries, InsurTech ecosystem experts to engage in strategic and operational discussions, with the goal of generating concrete, high-impact use cases.
Through a structured framework of workshops and exchanges—enriched by the insights of national and international contributors—the Emergence Program fosters the co-creation of innovative solutions that address real market needs.
By encouraging dialogue between the regulator, professionals, and technology specialists, the initiative helps anticipate sector developments while maintaining a balanced focus on innovation, competitiveness, and policyholder protection.
A collective approach serving innovation
The first edition created a forum for exchange and co-creation, bringing together key stakeholders from the insurance and social welfare market. Its objective was to identify technology use cases capable of addressing operational and strategic challenges, in line with the existing regulatory framework.
The program unfolded in two complementary phases:
- Roadshow: identification of priority needs and pain points through exploratory interviews with insurance companies, intermediaries, and partners of the FinTech ecosystem.
- Emergence Track: collaborative workshops bringing together market players, InsurTech experts, and tech talents to design and model innovative solutions.
Tangible results driving sector transformation
At the end of the journey, seven high-potential use cases were co-built. Directly linked to the needs identified during the Roadshow, these use cases are powerful levers for the digital transformation of the insurance and social welfare sector.
Their deployment may follow several pathways:
- By existing operators, integrating and steering the solutions in line with their strategic priorities;
- By project leaders or InsurTechs, able to experiment rapidly and demonstrate the value of proposed solutions;
- Collectively, via shared services benefiting the entire sector, within a common and transparent governance framework.
Through this first edition, the Emergence Program has demonstrated its ability to mobilize efforts, encourage co-innovation, and deliver concrete results in support of a sector undergoing profound transformation.
