ACAPS supervises the activities of the management bodies of the compulsory health insurance. The mission of ACAPS is also to ensure compliance with the provisions of Law No. 65-00 on the Code of Basic Medical Coverage.

Law No. 65-00 on basic medical coverage established a basic compulsory health insurance contributory scheme based on the principles and techniques of social insurance for the benefit of employees and pensioners of the public and private sectors.

The management of this scheme (AMO) was entrusted to the National Fund of Social Welfare Organizations (CNOPS) for employees and pensioners in the public sector and

to the National Social Security Fund (CNSS) for those in the private sector. These two funds are subject, as the management bodies of the AMO, to the technical supervision of ACAPS.
